Hiring Range is $64,831 to $81,099 annually based on qualifications, education and experience as it relates to the position.
Position Summary:
Under direction of the Design and Construction Supervisor, this position is responsible for project management including design and planning, preparing construction documents, writing specifications, presenting at public and Board meetings, and overseeing construction of specific capital improvements to parks, trails, open spaces, and recreation facilities. Performs duties in a manner consistent with the stated values of the organization.
Essential Duties:
- Manages the design and construction of park, trail, and open space and recreation facility capital improvement program projects.
- Performs schematic, conceptual and preliminary designs, detailed construction drawings, cost estimating, and specification writing for capital projects.
- Prepares and issues bid documents for capital projects or project elements. Coordinates, reviews and negotiates bids and makes recommendations for value engineering and awarding contracts.
- Performs construction administration including submittal review, responding to requests for information (RFIs), change order preparation, and verifying compliance with the construction drawings, specifications, general conditions, and contracts.
- Accurately inspects and documents field conditions, problem solve, prepare field inspection reports and prepare punch lists, and ensure projects are completed per the contract documents.
- Prepares appropriate paperwork and reports to complete project tasks, including budget management and financial reports related to capital improvement projects.
- Produces computer generated graphics varying from conceptual sketches to technical construction drawings and details and may produce 3-D renderings as needed to convey design ideas.
- Attends public meetings as necessary to review and present plans to citizen groups, developers, other governmental agency staff and District Board of Directors.
- Creates and maintains project schedules and communicates the status of project deliverables in a timely and effective manner.
- Coordinates projects with internal departments, multi-discipline consultants, vendors, and contractors.
- Acts as the District’s representative for inter-agency projects with entities such as cities, counties, utilities, school districts, etc. as needed.
- Provides information needed to prepare grant applications to Arapahoe County Open Spaces, Great Outdoors Colorado, and others.
- Develops and maintains professional relationships with District employees, vendors, and citizens.
- Responds tactfully, respectfully and in a timely manner to inquiries and problems in person, through email, phone and mail by providing helpful information and explanations in-line with District policies and procedures. Thoughtfully handles confrontational or stressful interactions.
- Attends and actively participates in staff meetings, trainings, and orientations.
- Attends and actively participates in professional group meetings; stays abreast of new trends and innovations in the assigned area.
- Attends work on a regular, reliable and punctual basis.
- Required to attend weeknight and occasional weekend meetings.

Education and/or Experience:
- Bachelor's Degree in Landscape Architecture, Architecture, Civil Design, Construction Management or a related program.
- Three (3) years of landscape/civil/architectural design for parks, trails, open spaces and recreational facilities or other closely related experience that includes a minimum of one (1) year CIP project management experience.
- Any combination of experience, training and education that demonstrates the required knowledge, skills and abilities to perform the essential functions of the position may be considered.
Licenses, Certifications, and Other Requirements:
- Must possess a valid Colorado Driver License or the ability to obtain upon hire and maintain an acceptable driving record.
- Preference for Certified Playground Safety Inspector (CPSI) or the ability to obtain certification within six months of employment.
Necessary Knowledge, Skills and Abilities:
- General knowledge of park planning terminology, construction procedures, park development processes and procedures, recreational planning principles, and methods and techniques of land use and environmental and site planning.
- Proficient skills in AutoCAD. Working knowledge of Bluebeam, Photoshop, InDesign, and Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, Teams, OneNote, and Edge.
- Knowledge of Americans with Disabilities Act (ADA) requirements, Grading, Erosion and Sediment Control (GESC) criteria, site safety best management practices (BMPs), and construction materials and installation.
- Knowledge and ability to use basic tools to calculate and verify elevations, distances, slopes, etc.
- Ability to research, gather, organize and analyze information.
- Ability to make timely and appropriate field decisions in a professional manner.
- Must be highly motivated and take direction well with excellent interpersonal skills.
- Excellent interpersonal skills with the ability to provide outstanding customer service, establish and maintain effective working relationships, and interact with others in a professional manner.
- Excellent communication skills to express facts, data, and ideas clearly and concisely both orally and in writing; and to develop, facilitate and lead presentations.
- Ability to work independently and with a team in a fast-paced and high-volume environment with emphasis on accuracy and timeliness.
- Ability to attend meetings scheduled on weeknights and some weekends.
- Ability to work professionally and make timely and appropriate decisions.
Material and Equipment Used :
- Regularly uses standard office equipment including a personal computer, phone, printer, and photocopier.
- Regularly uses standard field equipment including measuring instruments, level, calculator, marking paint/flags, stakes and hammer.
- Occasionally uses manual drafting equipment, instruments, materials, and plotter/scanner/printer.
- This position drives a District and/or personal motor vehicle to various off-site facilities for business purposes.
Working Environment :
- Works primarily in a clean, comfortable office environment subject to interruptions and background noise.
- Works outdoors and at construction sites subject to variable weather, ecosystems and landscapes.
Physical Requirements :
- Sedentary work for long periods of time.
- Occasional physical work lifting up to 25 pounds.
- Extended periods spent sitting, walking and standing.
- Required to use hands and fingers to handle or feel objects, tools or controls; reach with hands and arms; and stoop, kneel, crouch, carry or crawl.
- Frequent hand/eye coordination to operate personal computer and office equipment.
- Vision for reading, recording and interpreting information. Vision acuity to see close-up and at a distance with the ability to adjust focus allowing a broad field of vision.
- Speech communication and hearing to maintain clear and effective communication. Must understand and be understood.
- Navigate construction job sites with uneven terrain and obstacles.
