- Environmental Project Manager
Description
SUMMARY
The Environmental Project Manager is responsible for managing municipal environmental programs and overseeing capital projects of varying scope and type, with a primary focus on stormwater infrastructure, MS4 permit compliance, inspections, and GISbased asset management. The position provides both professional and administrative expertise in environmental compliance, capital project management, engineering coordination, and construction oversight. Work is performed under the general supervision of the Community Services Director.
RESPONSIBILITIES
Best MS4 Program Administration and Compliance
- Manages the Municipality’s Municipal Separate Storm Sewer System (MS4) program, including preparation and submittal of required NPDES permit applications, annual reports, and supporting documentation
- Prepares, updates, and maintains all required MS4 written plans, including Best Management Practices (BMPs), inspection schedules, mapping, recordkeeping, and pollutant reduction plans
- Assists with inlet inspections, structural BMP inspections, outfall screening, illicit discharge investigations, and water quality sampling
- Maintains accurate compliance records and coordinates with PADEP, EPA, ACCD and other regulatory agencies
Capital Project Management (All Project Types)
- Plans, organizes, and manages municipal capital projects of all types, including environmental, stormwater, infrastructure, facilities, transportation, and public improvement projects
- Provides project management oversight from project initiation through design, bidding, construction, and closeout
- Coordinates and manages consultants, contractors, and professional service providers engaged in capital projects
- Prepares or oversees project scopes, engineering designs, technical analyses, plans, specifications, cost estimates, bid documents, contract administration, and payment approvals
- Ensures projects are completed in compliance with applicable regulations, schedules, budgets, and municipal standards
- Coordinates contract work to minimize inconvenience to residents, businesses, and public utilities
- Prepares memos and attends monthly workshop meetings to present project status updates, change orders, and payment applications for Council approval
Stormwater Infrastructure and Asset Management
- Manages the operation, maintenance, rehabilitation, and capital improvement of the municipal MS4 project
- Utilizes Geographic Information Systems (GIS) to support inspections, infrastructure mapping, asset management, and datadriven capital planning
- Maintains and updates GISbased inventories of stormwater infrastructure, best management practices, and inspection records
- Analyzes spatial and field data to support regulatory reporting, capital prioritization, and longrange planning
Environmental, Infrastructure, and Interdepartmental Coordination
- Reviews stormwater management permits, drainage projects, grading plans, and erosion and sedimentation control plans
- Coordinates work with thirdparty engineering consultants, contractors, public works staff, and other municipal departments
- Coordinates capital projects with federal, state, county, and regional agencies as required
Grants, Administration, and Public Interaction
- Researches, applies for, and administers state, county and federal grants related to environmental programs and capital projects
- Develops Requests for Proposals (RFPs) and procurement documents for professional and technical services
- Serves as the Municipality’s FEMA Floodplain Administrator and prepares annual reports required
- Acts as staff liaison to designated boards and committees as assigned
- Interacts professionally with residents, utilities, businesses, and partner agencies
- Responds to stormwater concerns and flooding calls from residents and business owners
Other Duties
- Prepares technical reports, correspondence, and presentations
- Attends meetings, site visits, and evening meetings as required
- Performs other related duties as assigned
Position will be locally in the field approximately 50% of the time.
Requirements
KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough knowledge of MS4 regulations, NPDES permitting, stormwater management, and environmental compliance requirements
- Demonstrated ability to manage municipal capital projects of varying size and complexity
- Proficiency with GIS platforms, including mapping, spatial analysis, and mobile field data collection
- Strong project management, organizational, and analytical skills
- Ability to interpret plans, specifications, and regulatory requirements
- Ability to communicate technical concepts clearly to nontechnical audiences
- Ability to establish and maintain effective working relationships with internal and external stakeholders
- Ability to prioritize tasks, meet deadlines, and handle multiple projects simultaneously
- Ability to work Monday – Friday, 8:00am – 4:30pm, and evenings as needed
MINIMUM QUALIFICATIONS
- Bachelor's degree in civil or environmental engineering, planning, public administration, or a closely related discipline
- Minimum of 2-4 years of relevant municipal, engineering or planning experience
- Previous experience in Geographic Information Systems (GIS) platforms including spatial data analysis, mapping and data visualization
- Demonstrated experience managing projects from inception to completion in a timely manner
- Strong leadership and team management skills
- PMP, GISP or other relevant certification a plus
- Possession of a valid PA driver’s license
