Position Summary:
Midnight Sun is seeking an Operations Manager to manage multiple federal construction projects, responsible for project teams, budgets, and performance across the program. The position provides operational oversight, ensuring projects are executed safely, on schedule, and within budget, while also driving operational consistency, financial discipline, and continuous improvement. This senior leader is a primary interface with government and supports project managers, field teams, and support staff, building relationships and culture with on-site presence as needed or required.
Duties and Responsibilities:
- Lead multiple concurrent federal construction projects through all phases, from pre-construction to closeout, ensuring contractual scope, schedule, quality, and performance compliance.
- Develop and oversee project execution strategies, including Critical Path Method (CPM) schedules, short-interval planning, and standardized delivery practices.
- Coordinate closely with estimating, design, engineering, and preconstruction teams on budgeting, design-build execution, value engineering, and labor productivity.
- Provide operational oversight across concurrent projects to ensure consistency in execution, reporting, controls, and outcomes.
- Develop, manage, and monitor project and program-level budgets, including Cost to Date (CTD), Estimate to Complete (ETC), and Estimated Cost at Completion (EAC).
- Analyze financial performance, identify risks or variances, and implement corrective actions to protect margins and project objectives.
- Oversee subcontractor procurement, buyout strategies, cost controls, and material and service sourcing.
- Lead, mentor, and support Project Managers, Superintendents, and project staff, setting performance expectations and supporting professional development.
- Plan and coordinate staffing, resource allocation, and workload balancing across all active projects.
- Serve as the primary point of contact for government representatives and internal leadership, leading progress meetings and program-level status reporting.
- Support contract administration, change management, negotiations, and dispute resolution as required.
- Ensure compliance with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Occupational Safety and Health Administration (OSHA) standards, U.S. Army Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1), and all applicable safety, quality, environmental, and regulatory requirements, while maintaining availability for urgent operational needs.

Minimum Requirements:
Education & Experience
- Associate's degree in Engineering, Architecture, Construction Management, Business Management, or related field required; bachelor's degree preferred.
- 10+ years of experience in operations, program, or project management for federal construction projects required.
- Experience with USACE, NAVFAC, ARNG, JOC, MATOC, SATOC, or similar contract vehicles highly preferred.
Knowledge, Skills & Abilities
- Strong knowledge of federal construction processes, FAR/DFARS, and federal government contracting requirements.
- Proven ability to manage budgets, schedules, subcontractors, and operational performance across multiple projects.
- Strong understanding of construction means, methods, sequencing, cost control, and risk mitigation.
- Demonstrated leadership and team management skills with the ability to influence and lead across functions.
- Excellent written and verbal communication skills.
- Strong organizational and time management skills.
- Proficiency with Microsoft Office, Adobe Acrobat, and construction/project management software (Procore, Primavera, RMS, RS Means, etc.).
Certifications, Licenses & Other
- Valid driver's license.
- CPR/First Aid certification.
- OSHA 30-hour certification.
- Ability to obtain and maintain client site access and badging requirements.

Work Environment:
This position involves work in both office and active construction site environments, including indoor and outdoor settings. Exposure to weather conditions, uneven terrain, construction equipment, noise, dust, and other job-related hazards is expected. PPE is required at all active job sites.
Physical Demands:
- Ability to sit, stand, kneel, bend, walk, climb, and navigate active construction sites.
- Ability to lift and carry materials up to 10 pounds regularly and up to 25 pounds occasionally.
- Ability to conduct site walkthroughs, inspections, and meetings.
- Visual acuity to read drawings and review technical documentation.
- Ability to communicate effectively verbally and in writing.
