- Senior Project Manager, Affordable Housing and Community Development

The Project Manager is responsible for leading the planning, development, and implementation of AAAPP’s Senior Center and Affordable Housing Project in West Pasco. This role manages all phases of the project lifecycle, including site control, due diligence, procurement, funding coordination, regulatory compliance, development oversight, and stakeholder engagement.
The Project Manager serves as the central point of coordination among AAAPP, Pasco County, HUD, Dominium, developers, legal counsel, consultants, and community stakeholders to ensure the project is delivered on time, within budget, and in full compliance with federal, state, and local requirements.
Requirements
Key Responsibilities
1. Project Leadership & Coordination
- Lead daily management of the senior housing and senior center development project.
- Serve as AAAPP’s primary liaison with:

- Pasco County Government (Community Development, Planning, etc.)
- HUD EDI – CPF compliance and reporting
- Development partners (e.g., Dominium)
- Legal Counsel and consultants
-
- Maintain project timeline, milestones, and deliverables
2. Site Control & Predevelopment
- Coordinate execution and management of Purchase Option Agreement.
- Oversee:
-
- Appraisal procurement and review
- Environmental reviews (NEPA, Phase 1, etc.)
- Zoning, land use, and entitlement processes
-
- Ensure compliance with HUD environmental requirements (avoidance of choice-limiting actions).
3. Funding & Financial Coordination
- Managing federal funding includes:
-
- HUD EDI CPF (Economic Development Initiative – Community Project Funding)
-
- Collaborate with Pasco County and the Developer on funding sources, including:
-
- HOME (HOME Investment Partnerships Program; administered by U.S. Department of Housing and Urban Development)
- NSP (Neighborhood Stabilization Program; administered by U.S. Department of Housing and Urban Development)
- CDBG-DR (Pasco County Government; Community Development Block Grant)
- LIHTC financing (with development partner; Low Income Housing Tax Credit; administered federally and allocated in Florida by the Florida Housing Finance Corporation)

- Support development of project pro forma and capital stack
- Ensure expenditures comply with 2 CFR 200 and HUD requirements
- Coordinate DRGR entries, amendments, and reporting.
4. Procurement & Developer Coordination
- Lead development and issuance of RFP for developer selection
- Coordinate evaluation, selection, and contracting processes
- Collaborate with selected developers on:

- Design development
- Budget refinement
- Construction planning

- Ensure compliance with federal procurement standards (2 CFR 200 and all HUD requirements)
5. Design, Development & Construction Oversight
- Coordinate with developer architects, engineers, and consultants.
- Ensure integration of:

- Pasco County Government Partners (Community Services, Community Development, Office of Recovery Services, Planning)
-
- Monitor construction progress, timelines, and budget adherence
- Identify and mitigate project tasks
6. Regulatory Compliance
- Ensure compliance with:
-
- HUD EDI-CPF grant agreement requirements
- NEPA and environmental review processes
- Fair Housing, ADA, and civil rights requirements
- Build America, Buy America (BABA) requirements
-
- Maintain audit-ready documentation.
7. Reporting & Documentation
- Prepare and submit required reports, including:
-
- DRGR reporting (HUD Disaster Recovery Grant Reporting System)
- HUD performance and financial reports
- Internal leadership, Board, and Advisory Council updates

- Track project performance against approved budget and timeline.
8. Stakeholder & Community Engagement
- Coordinate with local government, community stakeholders, and partners
- Support public meetings, presentations, and outreach efforts
- Collaborate with selected outreach consultant to ensure alignment with project goals, HUD requirements, and AAAPP expectations.
- Monitor, track, and document the consultant’s scope of work, deliverables, timelines, and performance to ensure accountability and compliance with contractual and grant requirements.
9. Transition to Operations
- Support development of operational plans for:

- Senior housing (property management coordination)
- Senior Center Programming
-
- Coordinate handoff to property management and service delivery teams.
- Ensure alignment with AAAPP service model and mission.
Minimum Qualifications
- Bachelor’s degree in Public Administration, Urban Planning, Aging Studies, or related field
- 3+ years in project management, preferably in:
- Affordable housing development
- Public infrastructure or community development projects
- Experience managing federally funded projects (HUD experience preferred)
Preferred Qualifications
Experience with:
- LIHTC development
- HUD programs (CDBG, HOME, NSP, CPF)
- DRGR Reporting system
- Knowledge of Florida land use, zoning, and development processes
- Project Management Professional (PMP) certification or similar credential
Core Competencies
- Strong project management and organizational skills
- Knowledge of the affordable housing development process
- Ability to manage complex, multi-stakeholder projects
- Excellent communication skills
- High attention to regulatory compliance
Special Requirements: Must pass DOEA Level II criminal background screening; must sign Medicaid Attestation Payroll Form per Department of Elder Affairs/AAAPP requirements. Must sign SMMCLTC Program – Prohibited Activities
Physical Requirements
- Must be able to lift and carry up to 20 pounds.
- Ability to travel within PSA 5 (Pasco and Pinellas counties).
- Ability to sit, stand, and use a computer for extended periods.
