Description
This position performs advanced construction management responsibilities. This position will lead, oversee, direct and monitor progress and assist in the execution and inspection of capital and development construction projects. This position plans and schedules all aspects of construction projects; administers contracts; coordinates design as-built reviews, environmental reviews, coordinates contract awards; construction management teams; and monitor project closeouts.
Essential Duties and Responsibilities:
- Monitor the progress and assist in the execution of capital and development projects including project planning, scheduling, coordinating, tracking and administration; conduct pre-construction meetings; administer projects from inception to completion including, bidding, construction management and project completion.
- Serve as liaison with city staff, developers, engineers, consultants, local business owners, community groups, the general public and external agencies on proposed capital and development projects; facilitate and ensure projects and issues are completed or resolved in a timely and efficient manner.
- Review engineering and architectural design and construction plans, drawings, specifications, contract documents, cost estimates and related documents prepared by consultants, developers and contractors for compliance with professional and city standards and practices; negotiate changes with contractors; coordinate reviews with other departments and agencies.
- Administers and manages project contracts and agreements.
- Prepare a variety of business, technical and statistical correspondence including contracts, agreements, memos, meeting agendas, and related documents.
- Document projects with construction project diaries, pay notes, and other related documents.
- Review and approve construction inspector’s daily reports.
- Review and respond to project submittals and requests for information.
- May serve as city representative or advisor on assigned committees.
- Provide information and assistance to the public, consultants and other agencies regarding public works projects.
- Provide presentations to elected officials, community groups and the general public on projects.
- Timely and regular attendance.
- Maintain, disclose and destroy public records in accordance with the requirements of the WA Public Records Act and WA State Archives records retention guidelines.
- Follow/adhere to all city policies and procedures, and safety program regulations and requirements.
- Performs other duties and responsibilities as assigned.
Knowledge of:
- Project management techniques and principals.
- Principles and practices of civil engineering, architecture, land surveying.
- Budgeting techniques and principles
- Methods, tools, equipment used in the construction of capital projects.
- Advanced mathematical principles as applied to engineering design.
- Municipal, legislative and government processes related to capital project design and construction.
- Pertinent Federal, State and local laws, codes and regulations.
- Modern office procedures, methods and equipment including computers and specialized engineering programs.
- Multiple disciplines related to assigned capital projects (such as engineering, architecture, environmental)
Ability to:
- Monitor the progress of assigned projects and ensure completion according to established schedules and conditions of approval.
- Interpret and apply applicable Federal, State and local laws, codes and regulations.
- Read and interpret plans, specifications and drawings.
- Inspect capital and development projects for conformance with plans and specifications.
- Prepare clear and concise administrative and technical reports.
- Oversee the work of contractors.
- Prepare contract specifications and score of work.
- Prepare, review, interpret and analyze architectural and engineering plans, drawings, specifications, contract documents, and capital improvement reports for conformance to standards and budgets.
- Coordinate activities with internal and external agencies.
- Serve as city representative on local and regional committees and commissions.
- Communicate clearly and concisely, both orally and in writing.
- Communicate with upset and/or angry members of the public or contractors.
- Make effective oral presentations at public hearings and meetings.
- Work under pressure, with challenging deadlines.
- Perform the essential functions of the job, with or without reasonable accommodation.
- Establish and maintain effective working relationships among co-workers and other City personnel, contractors, and the general public.
Physical Demands and Work Environment
Work is performed both in an office setting and out in the field visiting project sites. Field duties will be performed in all weather conditions and require walking, standing, bending, climbing, kneeling, stooping, lifting and reaching on various types of terrain and on construction sites. Field work may be in hazardous work areas such as street surfaces, right-of-way, medians, and ditches, and may be exposed to fumes, chemicals, vibrations and other hazardous conditions at constructions sites including vehicle traffic and construction equipment. Noise level in the work environment is usually moderately quiet while in the office and moderately loud when in the field. The work may involve physical labor, visual acuity, physical dexterity, and mechanical aptitude. Must be able to travel from site to site, to offsite meetings and job locations. Weekend and after-hours work may be required as well as after-hours response to situations and emergencies.
Requirements
- Bachelor’s degree in Construction Management, Civil Project Management, Civil Engineering or other related field preferred.
- Minimum of five (5) years progressively responsible experience in civil project management or construction management.
- Municipal government experience is preferred.
- Project Management Professional (PMP) certification is desirable.
Licenses, Certificates and Other Requirements:
- Possession of a valid driver’s license.
- Possession of or have the ability to obtain with six (6) months a Washington State Flagger Certification, Certified Erosion and Sediment Control Lead (CESCL) Certification, and WSDOT Construction Inspection Certification.
- Must successfully pass all phases of the pre-employment hiring process, including but not limited to, reference checks and a criminal background check.
