Description
Clark Regional Wastewater District is seeking an experienced Senior Project Manager (Treatment) to lead the planning, design, permitting, construction, and implementation of complex wastewater treatment and transmission system projects. This senior-level position manages large capital improvement and repair & replacement projects from concept through completion while coordinating multidisciplinary teams, consultants, contractors, regulatory agencies, and stakeholders. The ideal candidate is a strategic thinker who can successfully deliver complex infrastructure projects while balancing scope, schedule, budget, quality, and stakeholder expectations.
The Ideal Candidate is:
- Experienced in managing large, complex public works and wastewater infrastructure projects through all phases of project delivery
- Knowledgeable in wastewater treatment processes, facilities, regulations, and engineering principles
- Skilled at managing project scope, schedules, budgets, risks, contracts, and consultant teams
- An effective communicator who can translate complex technical information for diverse audiences and stakeholders
- Collaborative, organized, solutions-oriented, and capable of leading multiple projects simultaneously
- Proficient with project management tools and software including Microsoft Office, Microsoft Project, GIS, and engineering document management applications
- Comfortable working independently while building consensus and fostering productive working relationships across organizations and disciplines
Responsibilities include:
- Managing all phases of wastewater treatment and transmission system capital projects, including planning, design, permitting, property acquisition, bidding, construction, commissioning, and closeout
- Developing and managing project scopes, schedules, budgets, risk management plans, and consultant contracts
- Coordinating engineering, environmental, permitting, regulatory, operational, and construction activities
- Directing consultant teams and reviewing technical studies, plans, specifications, estimates, and engineering reports
- Leading stakeholder outreach efforts, facilitating meetings, and serving as a liaison with agencies, property owners, community groups, and the public
- Identifying and resolving project risks, construction issues, claims, and other challenges that arise during project delivery
- Supporting funding applications and administration of state and federal funding programs
Minimum Qualifications:
- Bachelor's degree in Civil Engineering, Environmental Engineering, or a closely related field
- Professional Engineer (PE) license in Washington State or ability to obtain licensure through reciprocity within twelve months of hire
- Seven years of progressively responsible engineering experience, including wastewater collection, conveyance, transmission, pumping systems, and wastewater treatment facilities
- Five years of project management experience involving wastewater or civil construction projects
- Possess and maintain a valid state-issued driver's license with a good driving record
- Project Management Professional (PMP) certification preferred
Compensation:
- Monthly salary range: $10,502 to $13,730
- Starting monthly salary (DOQ): $10,502 to $12,008
